第三十七篇 国际形势与外交事务
在国际风云变幻中，我国坚持独立自主的和平外交政策，进行了卓有成效的双边和多边外交活动，同世界各国和地区的友好合作关系不断发展，我们坚持原则，顶住压力，维护了国家主权、领土完整和民族尊严。我国的国际地位日益提高。
Amidst international vicissitudes, China has adhered to an independent foreign policy of peace and conducted fruitful diplomatic activities in both bilateral and multilateral contexts. Meanwhile, China’s friendly relations and cooperation with other countries and regions have developed steadily. By sticking to principle and resisting pressure, we have safeguarded our state sovereignty, territorial integrity and national dignity, thus gradually raising our standing in the international community.
和平与发展仍然是当今世界的两大主题。国际局势正在发生重大而深刻的变化。大国关系继续调整。多元化的发展趋势日益明显。国际经济联系日益密切，科学技术突飞猛进，对世界政治、经济和社会的发展产生重要影响。在新的国际形势下，我们要一如既往地奉行独立自主的和平外交政策，进一步开创外交工作的新局面。
Peace and development remain the two themes of the world today. The international situation is undergoing major and profound changes. Big powers continue to readjust their relations. The trend developing toward multipolarity has become increasingly apparent. International economic links are getting closer and science and technology are advancing by leaps and bounds, both of which are exerting a profound impact on world political, economic and social development. In the new international situation, we will, as always, continue to uphold our independent foreign policy of peace and open up new vistas in diplomatic work.
中美两国元首成功的国事访问，将两国关系推向新的发展阶段。我们希望，在中美三个联合公报和中美联合声明的基础上，双方共同努力，求同存异，发展合作，推动两国关系取得实质性进展。
The successful state visits by the heads of state of China and the United States have ushered Sino-US relations into a new stage of development. We hope that the two sides can work together to seek common ground while putting aside differences and increase cooperation on the basis of the three Sino-US joint communiqués and the Sino-US Joint Statement so as to promote a new substantial developments in our bilateral relations.
中俄关系继续发展，两国签署了《关于世界多极化和建立国际新秩序的联合声明》，并根据有关协定解决了东段国界的勘界问题。我们要进一步扩大两国在经贸、科技等领域的合作与交流，加强在国际问题上的磋商与合作。
Sino-Russian relations continue to develop. China and Russia signed the Joint Statement by the People’s Republic of China and the Establishment of a New International Order. We have completed demarcation work for the eastern section of our border in accordance with the relevant agreement. We should further expand the cooperation and exchanges between the two countries in such fields as economy, trade, science and technology and step up mutual consultation and cooperation on international issues.
中日关系总体上保持了发展的势头，我们支持日本走和平发展的道路，我们主张以史为鉴，着眼未来，妥善处理存在的问题与分歧，使两国睦邻友好合作关系取得新的发展。
Development in Sino-Japanese relations has on the whole maintained a good progressive momentum. We support Japan in taking the road to development throng peace. We maintain that it is necessary to draw lessons from history, set our eyes on the future and properly handle the existing problems and disagreements so as to make new improvements in the friendly relationship and good neighborly cooperation between the two countries.
中国愿意同欧盟和欧洲其他国家发展长期稳定的互利合作关系。全面发展同其他发达国家的友好合作与交流，进一步发展同周边国家的睦邻友好关系，同东盟建立长期睦邻互信伙伴关系。加强同亚洲、非洲、拉丁美洲广大发展中国家的团结与合作，在国际和地区事务中密切磋商，相互支持，共同维护发展中国家的正当权益。要努力探索经济合作的新途径，发展互惠互利的新型经贸关系。
China is ready to develop stable, long-term, mutually beneficial cooperative relations with the European Union and other European countries. We will develop our friendly cooperation and promote exchanges in an all-round way with other developed countries. We will further develop our friendly and good-neighborly relations with the countries bordering China. We will establish a long-term partnership of good-neighborliness and mutual trust with the Association of Southeast Asian Nations. We will strengthen our solidarity and cooperation with the vast number of developing countries in Asia, Africa and Latin America. We will enhance mutual consultation and render mutual support in regional and international affairs so as to jointly safeguard the rightful interests of developing countries. We will explore new ways of economic cooperation and develop new types of economic relations and trade of mutual benefit and reciprocity.
中国将继续在联合国事务中发挥建设性的作用，积极参与亚太经合组织和亚欧会议的活动，以及其他全球性、洲际性和区域性的多边外交活动。
China will continue to play a constructive role in the affairs of the United Nations. China will actively participate in the activities of the Asia-Pacific Economic Cooperation and the Asian-European Meeting and take part in other multilateral diplomatic activities of a global, intercontinental and regional nature.
中国政府一贯主张，国家之间的关系应该建立在和平共处五项原则的基础上，通过平等协商和平解决各种争端，反对诉诸武力或以武力相威胁。中国坚决反对任何形式的霸权主义，永远是维护世界和平与地区稳定的重要力量。中国政府和人民愿意与各国政府和人民一道，为建立和平、稳定、公正、合理的国际政治经济新秩序，为促进世界和平与发展的崇高事业，做出自己应有的贡献。
The Chinese government has all along maintained that state-to-state relations should be established on the basis of the Five Principles of Peaceful Coexistence and that disputes should be settled peacefully through consultation on an equal footing. We oppose the use of force, or the threat of force. We maintain resolutely against hegemonism in whatever form, and will forever act as an important force in safeguarding world peace and regional stability. The Chinese government and people are ready to work with all other government and peoples of the world to make their due contribution to the establishment of a peaceful, stable, just and equitable new international political and economic order and to promotion of the lofty cause of world peace and development.
